The European Union will announce a landmark bill regulating ChatGPT and AI technology

EU members should reach a consensus on the complexities of introducing AI regulations for ChatGPT-like platforms.

With new developments in the field of artificial intelligence (AI) proceeding at lightning speed, the European Union is also on the verge of a landmark agreement to regulate platforms such as ChatGPT and other AI technologies.

EU lawmakers discuss regulation of ChatGPT

During a lengthy meeting held on Wednesday, December 6, negotiators reached a consensus on the regulation of generative artificial intelligence (AI) tools such as OpenAI Inc.'s ChatGPT and Google’s Bard. The agreement was reached through discussions between the European Commission, the European Parliament and representatives of the 27 member states, bringing them closer to finalizing the comprehensive legislation of the Artificial Intelligence Act.

The negotiations that began on Wednesday afternoon highlighted the complexity of the AI regulatory debate. The proposed AI Bill would be a key step in developing a landmark AI policy that will set the tone for the regulation of generative AI tools globally.

In addition, the discussion revealed the challenges faced by policymakers in striking a balance between protecting European AI start-ups and addressing potential societal risks. Ongoing efforts to finalize the AI Bill reflect the urgency of passing regulations ahead of the upcoming European elections in June, which could bring change and hinder progress.

Interestingly, the discussion took place on the same day that Google showed off the new features of Gemini AI. Moreover, this happened a few days after OpenAI staged a major dramatic event, where Sam Altman was ousted and reinstated a few days later.

EU Member States Divide on AI Regulations

The EU, like the US and UK, is grappling with the challenge of balancing the protection of AI start-ups such as France’s Mistral AI and Germany’s Aleph Alpha with tackling potential societal risks.

The fight has become a key point of contention in the negotiations, with countries such as France and Germany expressing their opposition to rules that could unfairly disadvantage local companies. Officials are increasingly optimistic about a deal reached earlier Thursday, although the technical complexities of the bill still need to be discussed further in subsequent meetings.

EU policymakers have come up with a proposal outlining requirements for AI model developers, including supporting tools such as ChatGPT. The program entails maintaining model training information, summarizing the use of copyrighted material, and tagging AI-generated content. In addition, systems deemed to pose a “systemic risk” need to work with the committee through an industry code of conduct to monitor and report on any incidents arising from the model.
