Liên minh châu Âu (EU) đang cân nhắc cấm mọi giao dịch crypto với Nga nhằm ngăn Moscow sử dụng tài sản số để né tránh các lệnh trừng phạt liên quan đến cuộc chiến tại Ukraine, theo tài liệu mà Financial Times tiếp cận.
Theo đó, EU muốn chặn các “thực thể crypto Nga sao chép” được tách ra từ những nền tảng đã bị trừng phạt trước đó. Các thực thể này bị cho là đang hỗ trợ hoạt động giao dịch phục vụ chiến dịch quân sự của Nga. Biện pháp mới cũng nhằm ngăn chặn sự xuất hiện của các “hậu duệ” của sàn giao dịch crypto Garantex — nền tảng đã bị EU đưa vào danh sách trừng phạt từ năm ngoái.
Ngoài Nga, Kyrgyzstan cũng có thể bị ảnh hưởng. EU đề xuất cấm xuất khẩu một số hàng hóa lưỡng dụng và cáo buộc các công ty tại Kyrgyzstan đã bán cho Nga các mặt hàng như thiết bị điện tử dùng trong drone và vũ khí. Tài liệu cho biết nhập khẩu các mặt hàng ưu tiên cao từ EU vào Kyrgyzstan đã tăng gần 800% kể từ khi chiến sự bùng nổ, trong khi xuất khẩu từ Kyrgyzstan sang Nga tăng 1.200%, cho thấy nguy cơ lách lệnh trừng phạt ở mức cao.
Công ty phân tích blockchain TRM Labs cho biết Garantex — cùng với sàn Nobitex của Iran — chiếm hơn 85% tổng dòng tiền chảy vào các thực thể và khu vực bị trừng phạt trong năm 2024. Mỹ cũng đã áp đặt trừng phạt đối với Garantex và tái chỉ định nền tảng này vào năm ngoái. Văn phòng Kiểm soát Tài sản Nước ngoài (OFAC) thuộc Bộ Tài chính Mỹ cho biết phần lớn dòng tiền gửi tới Garantex có nguồn gốc từ các sàn crypto liên quan đến hoạt động tội phạm.
Đề xuất của EU cần sự nhất trí từ toàn bộ 27 quốc gia thành viên để được thông qua. Tuy nhiên, theo Financial Times, hiện có ba quốc gia tỏ ra dè dặt với lệnh cấm này.
