According to the National Development and Reform Commission, in order to accelerate the establishment and improvement of a low-altitude insurance policy system, the National Development and Reform Commission, the China Banking and Insurance Regulatory Commission, and the Civil Aviation Administration of China recently issued the “Implementation Opinions on Promoting High-Quality Development of Low-Altitude Insurance.”
The opinions propose nine specific measures across four areas: policy system, institutional development, product services, and foundational capabilities.
Improve the low-altitude insurance policy system. Strengthen support from low-altitude economic development plans and policies at all levels for low-altitude insurance, viewing insurance as an important means to enhance safety supervision of scene operations and improve accident handling systems. Encourage various operators in the low-altitude economy to effectively utilize insurance mechanisms.
Accelerate the establishment of mandatory liability insurance for unmanned aerial vehicles. For unmanned aerial vehicles required by law and regulations to carry liability insurance, promote enhanced verification of insurance coverage, develop implementation measures for mandatory liability insurance for unmanned aerial vehicles in accordance with the law, and introduce model clauses.
Strengthen the service guarantee system. Gradually establish an insurance product system covering the entire low-altitude industry chain, improve the supply and service capabilities for insurance of unmanned and manned aircraft, and provide targeted insurance coverage for various application scenarios.
Enhance the sustainability of insurance operations. Accelerate the construction of a low-altitude insurance information platform, explore integration with low-altitude intelligent network systems, and strengthen the capacity building of insurance institutions, reinsurance companies, and professional insurance intermediaries.
It is understood that next, the National Development and Reform Commission, the China Banking and Insurance Regulatory Commission, and the Civil Aviation Administration of China will work with relevant departments to ensure the implementation of these opinions, continuously improve low-altitude insurance policies, enrich low-altitude insurance products, and strengthen the role of insurance coverage. The goal is to accelerate the formation of a comprehensive, well-protected, professionally serviced, and market-regulated low-altitude insurance system to support the high-quality development of the low-altitude economy.
