Wu said that SEC Chairman Paul S. Atkins announced at ETHDenver that the SEC will advance several crypto-related regulatory efforts over the coming weeks to months, including jointly promoting Project Crypto with the CFTC to research the "investment contract" framework, proposing rules to support crypto asset financing, further clarifying through no-action / exemption orders whether wallets and user interfaces need to be registered under the Securities Exchange Act, advancing rules for broker-dealer custody of non-security crypto assets (including payment stablecoins), and promoting modernization of transfer agent rules to accommodate the role of blockchain in record-keeping.
