Why do people recently refer to project teams hiring people to manipulate the market as "active market makers"?

Is it just because the latter sounds more refined?

Active market makers hold much more tokens and capital than retail investors, and compete with them in the secondary market. Can this still be called market making or providing liquidity?

So is the reason why retail investors are not participating in any new projects now all because of these so-called "active market makers"?
