House File 3642 法案由 DFL 代表 Erin Koegel 于 2026 年 2 月 23 日提出，旨在禁止在明尼苏达州任何地方“放置或操作虚拟货币自动取款机”，并废除 2024 年建立的现有监管框架。

该提案得到了执法部门和消费者倡导组织的支持，他们指出这些设备已成为诈骗者的主要工具，尤其是针对老年人的“杀猪盘”骗局。明尼苏达州商业部强烈支持该法案，认为现有保障措施对抗复杂欺诈行为效果不佳。该法案需通过州众议院、参议院后才能送交州长签署，明尼苏达州立法会期将持续到 2026 年 5 月。（Ibtimes ）
