政策层面还确认，香港计划于2026年稍后推出新法例，建立涵盖加密资产交易商及托管服务提供商的牌照制度，将监管范围由平台与稳定币扩展至场外交易及托管等关键环节，进一步完善虚拟资产合规生态。与此同时，香港证券及期货事务监察委员会将采取措施提升市场流动性，扩大专业投资者可参与的加密融资与衍生品产品类别，并通过设立创新加速器推动合规创新与市场深度建设。
在战略方向上，代币化被列为核心支柱之一。港府计划发布指引，允许债券持有人名册上链，并探索通过电子签名发行代币化债券，推动区块链在传统金融基础设施中的实际应用。同时，香港金融管理局将持续升级EnsembleTX项目，推动批发型央行数字货币试点，实现代币化存款与数字资产的全天候实时结算，并加强跨境互操作标准。
税务与合规方面，香港未来两年将修订《税务条例》，对接经合组织加密资产报告框架与更新后的通用报告标准，提升税务透明度并与全球数字资产监管趋势接轨。随着稳定币牌照发放、交易与托管立法推进以及代币化基础设施建设同步展开，香港正加速构建覆盖发行、流通、托管与清算的完整加密金融监管体系。
