BlockBeats 消息，2 月 22 日，区块链分析公司 Elliptic 报告指出，在已被制裁的俄罗斯交易平台 Garantex 于 2025 年 3 月被美方查封后，至少五家与俄罗斯相关的加密交易平台持续为受制裁主体提供资金通道，其中大多数尚未被制裁。
报告提及，仅点对点平台 Bitpapa 曾于 2024 年 3 月被美国财政部 OFAC 列入制裁名单。Elliptic 称，其约 9.7% 的外流资金流向受制裁对象，且频繁更换钱包地址以规避监测。
未被制裁的 ABCeX 被指在莫斯科联邦大厦办公（该地亦为 Garantex 旧址），累计处理至少 110 亿美元加密交易，且与 Garantex 及 Aifory Pro 存在大量资金往来。另一平台 Exmo 曾宣称 2022 年俄乌冲突后退出俄罗斯市场，但链上数据显示其与俄区平台 Exmo.me 仍共用托管钱包基础设施，并与 Garantex、Grinex、Chatex 等受制裁实体发生逾 1950 万美元直接交易。
此外，Rapira 被指与受制裁平台 Grinex 直接交易超 7200 万美元；Aifory Pro 则在莫斯科、迪拜和土耳其提供现金兑换加密资产服务，并通过 USDT 虚拟卡帮助用户绕过西方服务限制。
Elliptic 指出，Garantex 被关闭后，相关制裁规避活动并未消失，而是分散至更多平台。Chainalysis 此前报告称，2025 年涉及非法活动的加密地址共接收 1540 亿美元资金，其中俄罗斯卢布支持的 A7A5 稳定币交易额超 933 亿美元；TRM Labs 则估算全年非法加密交易规模约 1580 亿美元。
