據CoinDesk 報導，SFC 現允許提供虛擬資產交易服務的持牌經紀（虛擬資產經紀），向其證券保證金客戶提供虛擬資產融資服務。
條件包括：
- 客戶須具備穩健的信貸狀況及足夠的抵押品
- 抵押品可同時包含證券及虛擬資產
- 初期合資格的虛擬資產抵押品限於比特幣（BTC）和以太幣（ETH）
- 須設有穩健的投資者保障措施
SFC 指出，此舉將促使具備穩健信貸狀況及抵押品的保證金客戶更積極參與虛擬資產交易，在風險可控的框架下提高香港市場的流動性。
首度制定永續合約框架，僅限專業投資者
這是 SFC 首次為持牌虛擬資產交易平台制定永續合約的高層次監管框架。永續合約屬槓桿式產品，在全球加密市場的交易量佔比極高，但此前在香港的受監管市場中一直缺席。
框架重點包括：
- 僅限專業投資者參與，散戶暫不開放
- 初期僅涵蓋比特幣和以太幣相關合約
- 要求高透明度的產品設計、清晰的風險披露及穩健的營運監控
- 平台須具備應對劇烈波動和清算事件的系統能力
SFC 強調，開放永續合約旨在協助投資者實行風險管理策略，並提升相關資產的現貨市場流動性，而非鼓勵投機。
關聯公司可擔任做市商
為進一步推動香港的虛擬資產交易活動，SFC 准許持牌虛擬資產交易平台的關聯公司在其平台上擔任莊家（做市商），為市場提供新增的流動性渠道。
但前提是須設有強而有力的防範措施以減少利益衝突，包括：
- 做市部門須保持獨立運作
- 須建立完善的內部控制機制
- 交易行為須受持續監控
SFC 高層：按部就班發展
SFC 中介機構部執行董事葉志衡博士表示：
本會根據 ASPIRe 路線圖奉行按部就班的發展方針，這對於本港數位資產市場的規模化發展至關重要。這些針對性的舉措旨在增強市場流動性，更展示了證監會對於以可持續及協作的方式發展香港數位資產市場的堅定承諾。
SFC 行政總裁梁鳳儀（Julia Leung）也在今日舉行的 CoinDesk Consensus Hong Kong 2026 大會上公開宣布上述措施，強調香港正致力於打造完整的虛擬資產生態系統。據悉，穩定幣相關牌照預計將於今年 3 月發放。
SFC 表示將持續密切監察有關措施的實施情況，並與業界保持溝通，以確保這些措施促進香港建立一個安全且具競爭力的市場環境。
