2月11日消息，香港特别行政区财政司司长 Paul Chan 表示，香港已准备好于3月发放首批稳定币牌照，标志着本地稳定币监管正式迈入实操阶段。该表态是在一场数字资产行业会议上作出，引发市场对“香港稳定币监管框架”“稳定币合规发行前景”等话题的高度关注。
Paul Chan 指出，首阶段将只发放少量牌照，监管机构会重点考察申请方是否具备清晰的应用场景、可持续的商业模式以及完善的合规与风控体系。他强调，稳定币并非单纯的支付工具，而是连接传统金融与链上经济的重要基础设施，因此需要在创新与风险控制之间取得平衡。
除稳定币外，香港也在同步推进托管服务提供商牌照制度的最终定稿，相关立法预计将在今年夏季出台。该举措将与现有数字资产监管框架形成互补，使监管覆盖发行、交易、托管等关键环节，从而构建更完整的数字资产合规生态。
在谈及行业趋势时，Paul Chan 提到三大方向正加速成型：现实世界资产代币化规模持续扩大，去中心化金融与传统金融的融合程度不断加深，以及人工智能与区块链技术的结合愈发紧密。当前，政府债券、货币市场基金等传统金融产品，正越来越多通过链上方式发行，以提升结算效率、支持部分所有权，并改善原本流动性不足的资产结构。
他还提到，随着人工智能代理逐步具备自主决策与执行能力，未来或出现“机器经济”雏形，人工智能系统可在链上持有和转移数字资产、支付服务费用并相互交易。这一构想也被视为稳定币与区块链基础设施的重要潜在应用场景。
随着首批稳定币牌照临近，香港正进一步巩固其在亚洲数字资产监管与创新领域的领先地位。
