盧森堡跨世代主權財富基金 (FSIL) 正式宣布，將其投資組合的 1% 投入比特幣 ETF，成為歐元區首個直接投資加密資產的國家級基金。此舉不僅突顯盧森堡在數位金融領域的積極佈局，也代表歐洲主權資金正逐步擁抱加密資產的制度化浪潮。
從保守到開放：盧森堡主權基金首度配置比特幣 ETF
根據盧森堡財政部國庫局長 Bob Kieffer 在 LinkedIn 的公開貼文，FSIL 已依據 2025 年 7 月通過的新投資政策，將約 900 萬美元 (約合 8.88 億歐元) 投資於比特幣 ETF 產品。
該消息由財政部長 Gilles Roth 在昨日於國會報告 2026 年預算時首度披露，象徵該國正式將加密資產納入主權投資架構：
這項投資體現了我們對這個新興資產日益成熟的認可，也再次確認盧森堡在歐洲數位金融領域的領先地位。
FSIL 的新政策規範最多能有 15% 的資產配置於另類投資，包括加密貨幣、房地產與私募股權。不過，基金仍選擇以 ETF 間接持有比特幣，以避免直接持幣所帶來的營運與合規風險。
Kieffer 補充：「基金管理委員會認為 1% 的比重在穩健與前瞻之間取得了平衡，既不過度投機，也展現對比特幣長期潛力的信心。」
政策轉變：從高風險類別到策略性配置
值得注意的是，今年 5 月盧森堡官方風險報告仍將加密企業列入「高洗錢風險」類別。然而就在幾個月後，FSIL 也反手踏入比特幣投資領域。此舉反映著當局政策的演進，由抵制防範轉向策略性佈局。
Kieffer 表示，多元化投資將讓主權基金更靈活地回應國家在經濟、社會與環境方面的長期目標，即便該比例不見得受到所有人認同：
對某些人而言，1% 可能太保守；對另一些人來說則太冒險。但對我們而言，這是一個相當穩健的起點。
他強調，FSIL 仍會持續投資於傳統的股票與債券市場，但將更積極探索新興資產，為國家財富帶來更長期的收益來源。

歐洲主權基金浪潮：挪威、捷克與瑞典相繼跟進
盧森堡並非唯一進入加密資產的歐洲政府基金，其他包括：
挪威主權基金：截至 2025 年 8 月的第二季比特幣間接曝險環比增加了 83%，來到 1.1 萬枚 BTC。
捷克國家銀行：今年 7 月增持 Coinbase 股票，並啟動比特幣投資組合測試計畫。
瑞典國會議員：4 月提議建立「預算中性」的比特幣儲備。
歐洲各國從觀望到試驗，正逐步為比特幣在資本市場中奠定戰略地位。德意志銀行也透過報告指出，隨著波動性下降與流動性提升，策略性配置比特幣將使其成為金融安全的新基石。
