Defense guidelines:
Government and relevant departments should, according to their responsibilities, do a good job in emergency response and protection against short-duration heavy rain, lightning, and strong winds. Meteorological departments should prepare for artificial hail-suppression operations and carry them out when appropriate;
Drivers should slow down and proceed carefully when passing through waterlogged roads, confirm safety before continuing. Traffic control departments should, based on road conditions, take traffic control measures and provide traffic guidance in strong-rainfall and waterlogged road sections;
Outdoor personnel should reduce or suspend outdoor work in open areas, choose to enter buildings with stronger wind-resistance and lightning-protection measures, and at the same time close doors and windows and keep away from dangerous power sources;
Units such as airports, railways, expressways, and water-transport operators should take measures such as restricting flights, restricting speeds, or temporarily closing services to ensure the safety of personnel and transportation. For water areas and waterborne operations and vessels passing by, relevant parties should return to port to avoid risk and reinforce port facilities;
Check city, farmland, and fishpond drainage systems, take the necessary measures to prevent and relieve waterlogging, and make preparations for disaster prevention such as flash floods, landslides, and mudslides.
