On Tuesday, U.S. President Donald Trump signed an executive order aimed at making mail-in voting more difficult, further escalating his long-running efforts against the practice. Millions of Americans use mail-in voting.

White House Chief of Staff Will Scharf said the order is intended to ensure that state election officials have access to lists of eligible voters, and instructs the Postmaster General to take measures to verify whether ballots are sent to those voters—and whether they are returned by those voters.

“We want to implement voter identification. We want to require proof of citizenship—there’s another issue, for later. We’re moving forward,” Trump told reporters in the Oval Office.

According to reports, election officials in Oregon and Arizona immediately said they would sue over the executive order. But Trump played down the threat of litigation, saying, “I believe it’s foolproof. Maybe it will be tested. Maybe it won’t.”

The use of mail ballots is a core part of Trump’s broad claims of systemic fraud in the 2020 presidential election—claims that have been widely debunked.
