Recently, the Chongqing CSRC disclosed an administrative enforcement notice. Guotai Junan Securities (国信证券) was issued a warning letter. Operator Finance Network will整理 the following.

According to the administrative enforcement decision released by the Chongqing CSRC, Guotai Junan Securities, as the trustee for corporate bond underwriting, had a failure to duly and diligently perform its supervision duties over the use of funds raised through bond issuance, in violation of the relevant measures. In accordance with the measures, the Chongqing CSRC issued a warning letter to Guotai Junan Securities and recorded it in the integrity file of the securities and futures market.

In addition, the Chongqing CSRC also required Guotai Junan Securities to strengthen its study of relevant laws and regulations, improve its professional level in bond business, and take effective measures to prevent illegal or non-compliant conduct. As of now, Guotai Junan Securities has not publicly responded to this penalty.

At present, the executive in charge of Guotai Junan Securities’ investment banking business is Vice President Lu Wei. It is understood that Lu Wei was born in January 1970 and holds a master’s degree. Lu Wei has previously served as General Manager of the Comprehensive Management Department, Investment Banking Business Division; General Manager of the Listing Advisory Department, Investment Banking Business Division; General Manager of the Small and Medium-Sized Enterprise Service Department, Investment Banking Business Division; and Vice President of the Investment Banking Business Division, among other roles.

Lu Wei is not only a veteran at Guotai Junan Securities, but also a seasoned professional in the investment banking field. At present, Lu Wei is also President of the company’s Investment Banking Business Division and General Manager of the Strategic Development Headquarters. It remains to be seen what his views are on this fine.

Liu Qing, Director of the Finance Department at Operator Finance Network, said that Guotai Junan Securities is a securities firm that ranks among the top in China. In 2024, the company’s investment banking business recorded RMB 1.051 billion, representing a year-on-year decline. However, as the company has not yet released its 2025 annual report, its performance cannot yet be determined.
