At the release ceremony, Guo Xiaojun, Party Secretary and Chairman of Sinopec Shanghai Petrochemical; Huang Shengqiang, President of Zhejiang Wanma Co., Ltd.; Kong Quan, representative of the Huadong Chemical Sales Company and Party Secretary; Lu Chaohui, Deputy General Manager of China Chemical Sales Co., Ltd.; Mao Qingchuan, Chief Technical Expert of Shanghai Cable Research Co., Ltd.; and Zhang Jiong, Chief Engineer of China Electric Power Research Institute jointly launched the ceremony. Du Jun, Deputy General Manager and Chief Financial Officer of Sinopec Shanghai Petrochemical, and Huang Xiangyu, Deputy General Manager, attended the ceremony.

In his speech, Kong Quan pointed out that since July 2023, the three parties—Sinopec Shanghai Petrochemical, Hua Dong Chemical Sales, and Zhejiang Wanma—have undergone 600 days of in-depth collaboration to successfully tackle the “bottleneck” issue of ultra-high-voltage cable insulation base materials of 110 kV and above. They pioneered a new collaboration model between state-owned enterprises and private enterprises, forming a complete industrial closed loop and achieving the breakthrough of core technology “from 0 to 1.” The product has reached a leading level domestically.

With a focus on the “15th Five-Year Plan period,” the three parties must take on the role of leaders in coordinated development across the industrial chain, promoters of domestic substitution for new materials, and supporters of new power systems—contributing industry strength to national energy transition through joint innovation.

In his remarks, Guo Xiaojun stated that high-voltage cable insulation compounds are a strategic battleground for China’s national energy plans. Relying on its 54 years of development accumulation, Sinopec Shanghai Petrochemical has formed an integrated industrial chain of “crude oil—ethylene—polyolefins” and end-to-end quality management capabilities, forging its core competitiveness of “full-chain controllability and source-level assurance.” The J182C ultra-clean ultra-high-voltage cable insulation compound base material released this time is a concentrated reflection of this advantage, integrating years of technical accumulation and innovation achievements.

The company adheres to defining high-end quality with extreme standards, and promotes transformation of traditional production capacity to achieve innovation breakthroughs. Looking ahead to the “15th Five-Year Plan period,” Sinopec Shanghai Petrochemical will optimize the MPRC work mechanism, deepen cooperation with universities and downstream partners, strive to break through the industrialization of 220 kV high-voltage cable insulation compounds, and conduct technological breakthroughs on ultra-high-voltage and ultra-high-voltage (UHV) technologies of 500 kV and above, aiming to become a provider of comprehensive solutions for high-end materials, and to make greater contributions to safeguarding national energy security and achieving technological self-reliance and self-strengthening.

Lu Chaohui, Huang Shengqiang, and Mao Qingchuan delivered enthusiastic speeches respectively, stating that they will seize this press conference as an opportunity to further leverage Sinopec Shanghai Petrochemical’s advantages in raw materials and production, Hua Dong Chemical Sales’ advantages in distribution channels, Zhejiang Wanma’s advantages in application, and Shanghai Cable Research Institute’s advantages in technical research and testing platforms—break foreign technology monopolies, and promote high-quality development of domestic ultra-clean ultra-high-voltage polyethylene cable materials’ industrial chain.

Sinopec Shanghai Petrochemical began producing cable compound EC-51A for high-pressure polyethylene unit 1 in 1978, and produced 10 kV cable compound J182A in 1996. Starting in 1997, it produced 35 kV cable compound J182B in high-pressure polyethylene unit 2. Since July 2023, the three parties have collaborated to further carry out localization breakthroughs in high-pressure polyethylene unit 2.

During production, it strictly implements internal control indicators far exceeding industry standards, with fluctuations in key performance parameters controlled within ±0.1, while industry conventional levels are usually around ±0.3. At the same time, it builds an “ultra-clean” supply chain covering all links, including production, testing, and logistics, to achieve clean control across the full process.

Compared with the J182A/B series products that have already laid a solid foundation in China’s low- and medium-voltage markets, J182C represents an all-round, systematic upgrade. Its key performance indicators have reached an advanced level comparable to international products in the same category. It is mainly used in the insulation layer of high-voltage cables of 110 kV and above, and features such characteristics as low dielectric loss, high volumetric resistivity, and excellent processing stability. It can meet the stringent requirements for high-performance cable materials in fields such as new energy, rail transit, and urban power grids.

At the meeting, Hu Xiong, Manager of the Synthetic Resin Department of Sinopec, Liu Meibing, Deputy Chief Engineer of Zhejiang Wanma’s High-Voltage Business Unit, and Sun Cong, Manager of the Synthetic Resin Market Department and Sales Department of the Huadong Chemical Sales Company, each delivered a keynote speech.

Zhao Peng, Deputy Chief Engineer of Sinopec Beijing Research Institute of Chemical Engineering Co., Ltd.; Liu Huanxin, Chief Engineer of Zhejiang Wanma Co., Ltd.; relevant experts from Zhejiang University and industry information companies; and heads of relevant departments from each company attended the meeting.
