Since the establishment of the Hainan Free Trade Port, Hainan's import and export of goods has reached 65.49 billion yuan, a year-on-year increase of 29.1%.
Haikou Customs released data on the 17th. Since the Hainan Free Trade Port began implementing closed-loop operations on December 18, 2025, as of this February, cargo trade imports and exports have shown a booming momentum, with the policy dividends of closed-loop operations accelerating their transformation into market vitality and development drivers. The entire-island closed-loop operations are an important milestone in the construction of the Hainan Free Trade Port, marking that the Free Trade Port’s development has entered a new stage. According to statistics, since the launch of closed-loop operations, Hainan’s cargo trade imports and exports totaled RMB 65.49 billion, up 29.1%. Among them, the scale of foreign trade in both January and February this year hit the highest level in the same period in history. Compared with the time when Hainan Free Trade Port was just announced for construction in 2018, after only a little more than two months of closed-loop operations, Hainan’s foreign trade value has already approached about 80% of the foreign trade value for the full year of that year. The data show that since the launch of closed-loop operations, the vitality of Hainan’s foreign trade business entities has continued to surge. The number of enterprises with actual import and export performance has increased significantly. Among them, private enterprises, as the main force in foreign trade, have together contributed an import and export value accounting for more than 75% of the province’s total import and export value, with their role becoming even more prominent. At the same time, Hainan’s foreign trade market is becoming more diversified. It has established trade ties with more than 220 countries and regions. Imports and exports with countries co-building the “Belt and Road” account for over 61%. Imports and exports to multiple emerging markets have achieved rapid growth. It is reported that at present, the port areas of the Hainan Free Trade Port are operating steadily and efficiently, and enterprises’ customs clearance convenience continues to improve. To further promote the high-quality development of Hainan’s foreign trade, Haikou Customs will closely follow the approach of “keeping the existing volume and increasing the incremental volume.” On the one hand, it will improve regulatory systems and support the development of business formats such as aircraft maintenance in the Haikou Airport comprehensive bonded zone and special medical foods in the Boao Lecheng International Medical Tourism Pilot Zone. On the other hand, it will expand the categories of imports, aiming to achieve a breakthrough of zero in designated regulatory locations for fresh and chilled aquatic products, support the expansion of imports of fresh agricultural products such as durian and seafood, and explore carrying out remanufacturing business within customs special regulatory areas, so as to foster new momentum for foreign trade.
