【Caixin.com】 Advancing legislation in the fiscal field and improving the system of fiscal laws and regulations are important components of bringing fiscal governance under the rule of law. Regarding the Ministry of Finance’s fiscal rule-of-law work in 2026, the Ministry stated that it will actively cooperate with the enactment of laws such as the Consumption Tax Law and the Tax Collection and Administration Law (Amendment), and will do a good job in drafting and revising laws and regulations such as the Budget Law (Amendment) and the Local Surtax Law.
The statements above were made in the “Annual Report on the Building of a Government Governed by the Rule of Law by the Ministry of Finance in 2025” (hereinafter referred to as the “Report”), which the Ministry of Finance issued on March 30, 2026.
In terms of tax legislation, among China’s 18 existing tax categories, 14 have already completed legislation. Tax categories that have not yet completed legislation include the consumption tax, as well as land and real-estate-related taxes such as the property tax, the land value-added tax, and the urban land use tax.
