On March 26, the reporter learned from the Municipal Agriculture and Rural Affairs Committee that the fifth batch of formal review for the year-round product list for agricultural machinery purchase and application subsidies from 2024 to 2026 is currently underway. Some companies and related products are suspected of violations. After investigation and verification, the subsidy eligibility for two agricultural machinery products has been suspended for 9 months.

According to the relevant regulations in the notice from the former Ministry of Agriculture and the Ministry of Finance regarding the “Implementation of the Handling Measures for Violations of Agricultural Machinery Purchase Subsidy Products (Trial)” (Agriculture Office Finance [2017] No. 26), the notice from the Ministry of Agriculture and Rural Affairs and the Ministry of Finance on “Further Strengthening the Supervision of Agricultural Machinery Purchase Subsidity Policy and Reinforcing Discipline Constraints” (Agriculture Office Machinery [2019] No. 6), the “Handling Principles for Violations in Agricultural Machinery Purchase Subsidy Applications (Trial),” and the notice from the Chongqing Municipal Agriculture and Rural Committee and the Chongqing Municipal Finance Bureau on “Further Strengthening the Handling of Violations in Agricultural Machinery Purchase Subsidy Products” (Yunonggui [2022] No. 1), an investigation and verification have been conducted on the companies and related products suspected of violations in the fifth batch of formal review for the year-round product list for agricultural machinery purchase and application subsidies in our city. The relevant situation is reported as follows:

Hengyang Yihe Machinery Manufacturing Co., Ltd. (Unified Social Credit Code: 914304217X6C1D) 1Q-1 type ridger and Tianshui Kaichen Electromechanical Equipment Co., Ltd. (Unified Social Credit Code: 91620502836429) 1WG4.0-100 mini tiller, made errors in the application level, which constitutes a severe violation. Given that the relevant companies actively cooperated with the investigation and provided supporting materials for accurate selection of application levels in other provinces and cities, it was determined that there was no subjective intention to violate, and a lighter penalty was applied, deciding to suspend the subsidy eligibility for the relevant products for 9 months.

The handling period for the above violations will be calculated from the date of this announcement. Any disputes and economic losses arising from the suspension of agricultural machinery purchase subsidy eligibility shall be borne by the relevant companies. The involved companies must strictly adhere to the relevant regulations for the implementation of agricultural machinery purchase and application subsidy policies and complete the rectification seriously.
