On February 27, the first airport-type comprehensive bonded zone in Sichuan—Chengdu Tianfu International Airport Comprehensive Bonded Zone—officially commenced operations, injecting new momentum into the high-level opening up of the western region. Under the supervision of Chengdu Customs affiliated with Chengdu Shuangliu Airport Customs, a truck loaded with an Airbus A321 aircraft engine successfully passed through the checkpoint and entered the bonded zone, marking the first business transaction in this zone. “This engine was transported from Hong Kong to Chengdu, with intelligent verification and automatic comparison for release throughout the process, making it efficient and smooth,” said Bai Li, head of the Logistics Monitoring Section II of Chengdu Shuangliu Airport Customs. Relying on the policy advantages of the bonded zone and the convenient conditions of the zone-port integration, the company’s overall operating costs have decreased by about 20%, and it will further expand into bonded warehousing and other businesses to support aircraft equipment maintenance and the operation of international supply chains. The Chengdu Tianfu International Airport Comprehensive Bonded Zone, adjacent to Tianfu International Airport, covers a planned area of 1.08 square kilometers and is the sixth comprehensive bonded zone in Sichuan Province. After it commenced operations, it can achieve integrated supervision with the airport port and “one-stop” customs clearance, focusing on developing industries suitable for air transportation such as aviation equipment, pharmaceutical cold chain, aircraft maintenance, and cross-border e-commerce, while expanding value-added services like bonded maintenance, bonded processing, bonded R&D, and financial leasing, promoting the integrated development of “processing manufacturing + international trade” and “service trade + bonded.” “In the aircraft maintenance scenario, the precision instruments and composite materials needed for maintenance can quickly exit the bonded zone and be directly delivered to the tarmac, achieving ‘immediate use’,” said Bai Li, noting that the efficiency of aviation maintenance support has further improved relying on the “7×24 hours” customs clearance mechanism and other convenient measures. Chengdu Customs stated that it will continue to explore the “zone-port integration” supervision and institutional innovation to reduce enterprise costs and enhance the level of trade facilitation through institutional dividends.
