Chinese Deputy Permanent Representative to the United Nations Sun Lei spoke at the Security Council meeting on Ukraine on the 23rd, calling on all parties involved to persist in negotiations to open the door to peace. Sun Lei said that since the beginning of the year, various dialogues regarding Ukraine have been intensively promoted, and China welcomes this. The negotiation table is the starting point for peace; as long as negotiations continue, solutions can be found, and the door to peace can be opened.

Sun Lei stated that since the outbreak of the crisis, China has consistently advocated for peace and dialogue, promoting a political resolution to the crisis. The “Four Shoulds” proposed by China are the fundamental principles guiding China’s approach to the Ukraine issue. China believes that the sovereignty and territorial integrity of all countries should be respected, the purposes and principles of the United Nations Charter should be upheld, and the legitimate security concerns of all countries should be taken seriously. All efforts conducive to a peaceful resolution of the crisis should be supported.

The crisis has persisted to this day, involving complex contradictions and interests of all parties. China supports all parties and stakeholders to participate in the peace process, seek common ground while reserving differences through dialogue, and build consensus through negotiations, working together toward a political solution and lasting peace.

Sun Lei said that Russia and Ukraine, neighboring countries, need goodwill rather than hatred, mutual respect rather than confrontation. China encourages both Russia and Ukraine to consider their fundamental and long-term national interests, address each other’s legitimate concerns, and strive to reach a comprehensive, lasting, and binding peace agreement as soon as possible.
