Tibet 800MW New Energy Competitive Allocation Results Announced: China Resources, Jinkaireneng New Energy, and China State Shipbuilding Technology Selected

Fengmang Energy has learned that on March 13, the public announcement of the competitive allocation review results for the first batch of market-oriented new energy power generation projects in Changdu City, Tibet, for 2025–2027, was released.
According to the announcement, this competitive allocation involves a total of 800MW of new energy indicators, divided into three segments. Among them, China Resources’ selected new energy project is the largest, with a capacity of 500MW, including 150MW of wind power and 350MW of photovoltaic; Jinkai New Energy and China Shipbuilding Technology each obtained 150MW of new energy indicators.
The previous competitive allocation notice stated that projects included in the first batch of market-oriented new energy power generation projects in Changdu City for 2025–2027 cannot transfer projects before full capacity grid connection. If discovered and verified, their qualification to participate in the city’s new energy power generation project development will be canceled.

By the end of November 2025, the total installed capacity of wind and solar power nationwide has reached 1.76 billion kilowatts, accounting for 46% of the total installed capacity. While new energy is rapidly expanding in scale, it faces a series of challenges, including intensified power restrictions, increased revenue uncertainty, high non-technical costs, the complexity of constructing large megawatt wind turbines, and quality control issues. However, the business models for energy storage remain unclear, and various regions are actively exploring and practicing.
