Work Points for Fully Optimizing the Business Environment in Beijing by 2026
In order to fully implement the decisions and deployments of the Party Central Committee and the State Council on optimizing the business environment, thoroughly carry out the requirements of the Municipal Party Committee and Municipal Government, focus on the key needs of enterprise development, deepen reform measures for the business environment, and uphold the standards of being first-class and internationally leading with “Beijing Service,” fully stimulate the vitality of various business entities, and strongly support high-quality development, these work points are formulated.
(1) Improve the convenience of enterprise financing
Leverage the support mechanism for small and micro enterprise financing, deepen the implementation of the “Beijing Smooth Financing Project.” Promote the phased expansion of non-repayment renewal loans to medium-sized enterprises. Increase efforts to promote specialized, innovative, and new loans, R&D loans, park loans, etc., encourage banks to increase credit loans for technology-based light-asset enterprises, and expand the scale of intellectual property pledge financing. Promote the establishment of docking mechanisms between districts (including Beijing Economic and Technological Development Zone) and national-level funds, support the creation of new sub-funds through cooperation between national funds, district-level funds, and social capital, strengthen project matching and information sharing. Support venture capital and equity investment institutions, set up a “one-stop” window for private equity services. Fully utilize the enterprise listing guidance mechanism, carry out the “Diamond Project” and “Yingying Plan,” and promote more eligible enterprises to list domestically and abroad for financing.
(2) Optimize comprehensive talent services
Increase support for youth entrepreneurship, activate idle space resources, and provide 1 million square meters of startup space. Promote youth apartment pilot programs, raise 10,000 youth talent apartments, and encourage districts to offer short-term transitional housing for job-seeking graduates. Build a high-level youth talent innovation and entrepreneurship ecological zone, create more attractive youth talent innovation and entrepreneurship streets and reception halls. Enhance international talent attraction capacity by creating a “one-stop” service platform, establish a “service partner” mechanism, and strengthen support in research funding, career platforms, achievement transformation, and living services. Cultivate more industry talents, gradually delegate professional title review authority, improve enterprise skill talent evaluation systems, establish high-level innovation talent evaluation standards, and promote the construction of a number of municipal-level industry-education integrated innovation alliances.
(3) Launch more high-quality industrial spaces
Launch the “Industry Map 3.0” version. Update land supply information in a timely manner, provide panoramic “cloud survey” services. Reduce industrial land costs, implement flexible land transfer policies with multi-year terms, and allow industrial projects to pay land transfer fees in installments as per agreements. Optimize approval processes for the conversion of existing building uses, allow state-owned construction land use rights to be legally and compliantly contributed or invested in at valuation, and accelerate the revitalization of low-efficiency stock land. Create multi-functional industrial space carriers with diverse features, explore comprehensive utilization of above-ground and underground spaces.
(4) Promote data element circulation and use
Carry out authorization and operation of public data, build a diversified public data product and service system. Improve transaction rules for the Beijing International Big Data Exchange, promote on-market transactions of high-value public data products in finance, healthcare, and other fields. Develop high-quality industry-specific data sets in research, medical, education, and other sectors, support training and application of vertical AI models. Accelerate the cultivation and aggregation of full-chain data merchants, improve supply-demand matching mechanisms. Facilitate cross-border data flow, explore management mechanisms for data classification, grading, identification of key data, and outbound data, and expand the scope of the negative list for data export across the city.
(5) Provide high-quality services for achievement transformation
Improve the due diligence exemption mechanism for scientific and technological achievements transformation in universities and research institutes, carry out reforms to grant research personnel ownership or long-term use rights of scientific and technological achievements, establish a separate management system for achievement assets, and enhance the efficiency of achievement transformation. Establish “one-to-one” service mechanisms for universities and research institutes to provide precise achievement transformation services. Expand the “Zhuque Talent” program, cultivate and strengthen technical managers in fields such as tech finance, incubation operations, and intellectual property. Support 10 concept verification platforms, promote the layout of more pilot platforms in professional fields in Beijing. Assist innovative products in landing and promotion through first-application support and first-unit support. Leverage the Beijing Science and Technology Achievement Transformation Intelligent Service Platform (“Zhuanguo Guo”) to provide full-process “one-stop” achievement transformation services.
(6) Foster a friendly ecosystem for industrial development
Combine new technologies and new product landing needs to further improve the implementation mechanism of Beijing’s new industry prohibition and restriction catalog, rely on “Jingtong” to build a consultation and feedback channel for market access issues. Focus on key fields such as robotics, synthetic biology, brain-computer interfaces, smart terminals, and green energy, improve management systems and rules for administrative licensing, qualifications, inspection, and testing. Encourage districts to carry out “full-chain empowerment” actions for industrial development, and create demonstration benchmarks for a “one district, one industry” business environment. Promote further openness of resources and application scenarios of central and state-owned enterprises and leading companies in Beijing, and facilitate integrated development of large, medium, and small enterprises.
(7) Promote release of consumer vitality
Focus on consumer scenarios, optimize approval processes for cultural, sports, and festival activities within parks, expand retail, catering, cultural arts, sports, and fitness services. Encourage districts to develop promotional activity guidelines, clarify regional standards and supervision requirements, and establish online and offline “one-stop” service mechanisms. Support business districts in exploring new consumption formats and scenarios. Develop safety standards for large-scale events, innovate digital supervision methods, and reduce safety management costs. Add “tax-free immediately upon purchase” services at departure points and establish online processing channels.
(8) Support enterprises going global
Expand cooperation in green development, AI, digital economy, and other fields, guide rational cross-border layout of supply chains and industrial chains. Better utilize the China-Shanghai Cooperation Organization (SCO) AI application cooperation center for technical and application guidance. Support Zhongguancun’s independent large model industry alliance to go international. Deepen cooperation for Beijing-Hong Kong digital economy enterprises to “go out.” Strengthen “going out” service systems, optimize platforms like the “Belt and Road” direct train and overseas comprehensive services, and provide integrated legal, financial, tax, and intellectual property services. Improve the “Beijing + Overseas” service network, connect resources such as embassies, business associations, and professional institutions in Beijing, and encourage leading enterprises to drive small and medium-sized enterprises to “go out in groups” and promote coordinated overseas expansion of Beijing-Tianjin-Hebei enterprises.
(9) Focus on reducing logistics costs
Improve urban distribution services, promote the use of new energy logistics vehicles with universal permits within the Fifth Ring Road, and implement “exemption upon application” for road freight operation permits and vehicle annual inspections. Study and optimize policies for large exhibitions and trade fairs freight management, plan traffic routes reasonably. Accelerate the construction of the “Double Hub” airport comprehensive service platform, promote integrated information for air logistics. Support the establishment of pre-arrival freight stations at Capital International Airport and Beijing Daxing International Airport, allowing cargo to complete security checks and customs clearance before arriving at the airport.
(10) Deepen “Efficient One-Stop” Service
Strengthen the normalized operation of “Efficient One-Stop” services, launch over 30 “one-stop” service scenarios such as employment and housing for college graduates, going abroad for enterprises, and hosting marketing activities without permits. Improve reporting mechanisms for enterprise-related forms, integrate more forms into the “one-stop” data reporting system, and reduce multiple and repetitive submissions by enterprises. Expand “one-stop” services into “one-category” services.
(11) Standardize and normalize government services
Enhance offline service levels, strengthen the functions of municipal service halls in “service, display, culture, exchange, and ecology,” and promote the integration of district-level specialized centers into comprehensive government service centers. Strengthen training and guidance from municipal departments to grassroots units, strictly implement uniform acceptance and processing standards. Standardize pre-acceptance services, explore establishing front-end declaration guidance in fields like construction. Issue a list of special procedures for municipal government service items. Promote standardized registration and certification, and unify standards across districts and online/offline platforms.
(12) Accelerate digital and intelligent government services
Launch the “Jingtong” app, upgrade “Jingtong” and government websites, citizen hotlines, and consultation services, providing full-process guided intelligent Q&A. Improve government website functions, deepen integrated services like “Search, Ask, Handle, Evaluate,” and explore interactive models for demand recognition, service planning, and convenient processing. Continuously improve key platforms such as “e-window” for enterprise services, “Jingce,” Smart Human Resources, and construction project services.
(13) Provide precise enterprise services
Push for real-time answers via the 12345 enterprise service hotline, promptly handle enterprise issues and demands. Improve “service packages” and “service steward” mechanisms, leverage direct government-enterprise channels, and focus on resolving cross-departmental and cross-level issues. Strengthen SME service systems, gather all citywide service resources into an integrated network. Use chambers of commerce and industry associations as bridges for government-enterprise communication, regularly collect issues, and build interaction platforms. Conduct “walkthrough” visits by bureau chiefs to optimize processes continuously.
(14) Improve policy service levels
Focus on high-frequency scenarios across the enterprise lifecycle, create a citywide unified policy navigation map, and facilitate enterprises to access investment and business policies in Beijing through one-stop channels. Carry out targeted policy benefit quick-disbursement actions, launch “Jingce” functions on “Jingtong,” optimize policy inquiry, message subscription, and precise push services, unify application portals for policy benefits, and promote more policies to be directly accessible and quickly enjoyed, fully releasing policy dividends.
(15) Strengthen grassroots service capacity
Carry out key reforms and innovation actions at the grassroots level, support districts in creating benchmarks for business environment reform suited to local conditions. Encourage districts to rely on government service centers to provide more value-added services, and promote the resolution of difficult administrative issues at higher levels. Empower streets (townships) to serve SMEs; complex issues involving multiple departments or levels can be addressed through city-district coordination mechanisms. Support industrial parks in providing integrated services such as element allocation, professional services, industry support, and administrative services, so enterprises can handle affairs within the park.
(16) Deepen construction project approval reform
Develop full-process approval service manuals and flowcharts for construction projects, creating a “one book” for enterprise handling. Publicize data on various planning “blueprints” to facilitate quick access to spatial, regional, and project restriction information. Rely on the Beijing Construction Drawing Digital Supervision Platform to realize full-process digital management of construction drawings, completion drawings, and urban construction archives. Optimize project approval systems, improve expert review procedures, and enable one-login and one-application submission for enterprises. Establish full-process assistance and agency services to ensure major projects are implemented smoothly.
(17) Improve municipal utility services efficiency
Implement “one-query” pipelines information for municipal access, allowing enterprises to promptly understand surrounding municipal facilities. Upgrade one-stop municipal installation services, proactively provide services early in project planning, and synchronize approval, construction, and commissioning of municipal connections with main projects. Offer “menu-style” customized services for municipal access, enabling enterprises to select specific approval items for parallel processing.
(18) Enhance investment and trade facilitation
Guarantee equal treatment for foreign-invested enterprises, implement “pre-entry and pre-operation” policies, support reinvestment by foreign-invested enterprises, reduce negative lists for capital project use, simplify foreign-invested company registration processes, and strengthen project support. Support Beijing Free Trade Pilot Zone to expand account functions. Improve registration systems for foreign-invested enterprises based on overseas investor habits. Carry out cross-border trade facilitation, expand pilot scope for cross-border scientific research materials, promote “intelligent approval” for biological products and other special items. Build the Beijing International Trade “Single Window” integrated service zone, explore electronic certification and cross-border mutual recognition of electronic signatures. Improve convenience for cross-border business travelers.
(19) Maintain fair competition order
Strengthen anti-monopoly and anti-unfair competition enforcement, foster a healthy competitive market environment. Deeply rectify “involution” competition. Conduct reviews of abnormally low prices in government procurement projects, strengthen payment supervision, and issue early warnings for delayed or unpaid bills. Promote remote, off-site evaluation of construction projects, and strengthen digital supervision of bidding and tendering.
(20) Increase efforts to clear overdue payments to enterprises
Streamline channels for reporting overdue payments to SMEs, ensure quick transfer, handling, and resolution of complaints. Strengthen contract performance tracking for government departments and state-owned enterprises, and carry out integrity evaluations.
(21) Strengthen credit information application
Carry out enterprise credit “value-added empowerment” actions, providing more quality services to well-rated enterprises in government services, policy implementation, and financing. Implement “one-time application, simultaneous repair,” ensuring credit repair information is promptly updated on Credit China (Beijing), the National Enterprise Credit Information Publicity System, and departmental websites. Support high-efficiency credit repair for bankruptcy reorganization and settlement enterprises, and restore enterprise reputation timely.
(22) Strengthen service-oriented regulatory law enforcement
Enhance source control, strictly follow inspection plans. Follow safety-first principles, promote “comprehensive inspection once,” and minimize disruptions to enterprises. Strictly enforce “QR code scanning” for inspections, and enterprises have the right to refuse inspections that do not scan codes. Continuously expand and dynamically adjust the “no disturbance unless necessary” enterprise list. Strengthen standardized non-physical supervision, carry out “one step forward” law enforcement actions, provide compliance guidance, offer “appointment-based” services, and help enterprises reduce violations. Improve the city’s unified list of non-fine items and apply flexible law enforcement.
(23) Improve dispute resolution efficiency
Support courts in improving “multi-mediation + quick trial” mechanisms, strengthen coordination among trial, review, and enforcement, implement online preservation cases, and “live sealing and live扣” measures to reduce capital occupation and improve enforcement efficiency. Establish commercial mediation organizations, integrate legal resources in Beijing, and support the introduction of international commercial mediation organizations. Rely on the Beijing International Legal and Business Integration Demonstration Zone to build an industry service alliance integrating law, commerce, and intellectual property, providing full lifecycle legal and commercial services for key industries.
(24) Smooth enterprise exit channels
Leverage government-court linkage to introduce reforms for enterprise bankruptcy and business exit, publish comprehensive policy guidelines. Expand the scope of bankruptcy information verification “one thing,” facilitate bankruptcy administrators’ duties. Improve out-of-court restructuring services, and strengthen rescue efforts for enterprises with restructuring value through joint efforts of government, financial institutions, courts, and bankruptcy administrators. Steadily promote enterprise compulsory cancellation and accelerate the clearance of “zombie” enterprises.
(25) Create a clean and orderly online environment
Carry out actions to optimize the business network environment, strictly crack down on illegal acts infringing on enterprise and entrepreneur rights, online rumors involving enterprises, and “internet water armies.” Standardize the management process for enterprise-related infringement reports, unify evidence standards, and shorten processing times. Fully utilize the Beijing Internet Platform Joint Review and Handling Mechanism, conduct joint identification and coordinated handling of cross-platform infringement information, and strengthen internet platform security supervision.
(26) Strengthen government service coordination
Deepen the integration of business systems, regulatory enforcement, government services, cross-border trade, and intellectual property protection across Beijing, Tianjin, and Hebei, with mutual recognition of qualifications and coordinated operations. Explore establishing a mutual recognition list management mechanism for administrative licensing results in Jing-Jin-Ji. Promote the construction of a unified government service center at Beijing Daxing International Airport. Deepen the integration of Beijing-Xiong’an government services, promote sharing of application materials, and enable electronic certificates and licenses to be processed immediately.
(27) Strengthen regional innovation collaboration
Improve the matching mechanism for technological achievement transfer and demand in Jing-Jin-Ji, gather no less than 300 enterprise technology needs in Tianjin and Hebei, and provide no less than 400 Beijing technological achievements. Organize at least 10 technology achievement matching events. Strengthen the functions of the Jing-Jin-Ji National Technology Innovation Center, and continue to promote the opening and sharing of pilot platforms at all levels in the region.
(28) Promote sharing of public services
Continuously promote mutual recognition of seniority evaluation results for elderly care institutions in Jing-Jin-Ji, and improve the regional elderly care service center information platform. Expand sharing of imaging examination data and clinical test results among medical institutions in the region. Optimize cross-regional medical insurance direct settlement services and expand the scope of designated outpatient chronic and special disease direct settlement institutions.
