China Power Engineering Consulting Group Southwest-Central Institute Is Expected to Win Offshore Wind Power Project Tender

Recently, the Sunshine Procurement Service Platform published the announcement of the bid winners for the “Feasibility Study and Pre-Work Whole Process Service Tender for Phase II of the Bohai Offshore Wind Farm G Site in Shandong Energy.”
The announcement shows that the first candidate for winning the bid is China Power Construction Group Central South Survey, Design and Research Institute Co., Ltd., with a bid price of 26,630,000 yuan. The second candidate is China Power Construction Group East China Survey, Design and Research Institute Co., Ltd., with a bid price of 26,700,000 yuan. The third candidate is China Energy Construction Group Guangdong Electric Power Design Institute Co., Ltd., with a bid price of 28,480,000 yuan.
The Bohai Offshore Wind Farm G Site in Shandong Energy is located in the eastern waters of Dongying City, within the provincial-controlled sea area of Shandong Province. The center of the site is about 20 km offshore, with water depths of approximately 14–18 meters. The total planned sea area for the project is 132 km², with a total installed capacity of 900 MW. The planned installed capacity for the Phase II project of the Bohai Offshore Wind Farm G Site is 335.8 MW, relying on the existing offshore step-up substation and onshore centralized control center to transmit power to the State Grid substation.
Scope of the tender: The work includes but is not limited to the following:
Complete the offshore observation work for Phase II of the G Site, feasibility study survey and design work, project approval work, and other related tasks, including site observation, site survey, report preparation and approval, handling relevant procedures, and all necessary research and related formalities for project approval;
Offshore observation: including but not limited to marine hydrological observations and marine environmental surveys;
Feasibility study survey and design: including but not limited to preparing and reviewing the feasibility study report, wind resource assessment within the Phase II scope (wind measurement data provided by the tenderer), seabed cable route survey at 66kV, and preparing and reviewing related specialized reports. Project approval work: completing all specialized reports, administrative approvals, obtaining opinions, and other supporting documents before project approval, submitting the project application report, and obtaining approval;
Other work: including but not limited to obtaining military approval opinions (except for the four wind turbine locations and corresponding submarine cables, other military approvals have been obtained), completing marine environmental impact assessment reports (including sub-topics) and passing review, preparing other necessary specialized reports during project execution and passing review, preparing system connection reports and obtaining approval opinions; coordinating stakeholders involved in the project site, with schemes requiring approval and written consent, and resource sharing agreements; ecological impact assessment reports for wetlands (if any), ecological sensitive area reports (if any), and environmental impact assessments for the Yellow River Estuary National Park (if any). Schedule requirements: 1) Date for obtaining military approval opinions: December 30, 2026; 2) Completion date for feasibility study phase: November 15, 2026; 3) Date for obtaining marine pre-approval opinions: November 30, 2026; 4) Date for passing the navigation safety impact assessment review: August 31, 2026; 5) Date for passing the seabed cable route desktop survey review: September 15, 2026; 6) Project approval completion date: December 10, 2026; 7) Date for submitting the marine environmental impact assessment report draft and completing all risk factor investigations: November 30, 2026; report finalized and approved by February 28, 2027; 8) Date for obtaining grid connection system approval: June 30, 2027.
