On March 20th, the 2026 “Enjoy Putuo Elderly Financial Benefits Season” event, hosted by the Putuo District Civil Affairs Bureau, kicked off at Puxi Financial Plaza. Vice District Mayor Hu Jianhui attended.

The event focuses on the deep integration of elderly financial services and senior consumer scenarios. Through multi-party resource integration among government, enterprises, and banks, it promotes innovation in elderly financial products and upgrades in elderly services. The goal is to create an integrated “Finance + Consumption + Services” senior consumer scene, allowing the elderly to experience the vitality of financial innovation and the warmth of urban elderly services firsthand. This effectively transforms the momentum of the silver economy into tangible benefits for the elderly population.

At the launch ceremony, four major financial institutions—Industrial and Commercial Bank of China, Bank of Communications, Shanghai Bank, and Shanghai Rural Commercial Bank—simultaneously announced special benefits such as digital renminbi red envelopes, exclusive discounts, and convenient elderly financial services. They also signed agreements with the “Shanghai Elderly Expo Innovation Product Experience Hall” (referred to as “Silver Age Store”), marking the official establishment of elderly financial service points by these banks.

Financial Institution Stalls

At the event, multiple projects integrating elderly financial services and elderly care were launched, enriching the supply of elderly services and strengthening financial support. Elderly meal assistance services reached strategic cooperation with Taobao Flash Sale platform to promote inclusive and convenient meal assistance; China Pacific Insurance’s Blue Public Welfare “Memory Guardians” service officially settled in; China Construction Bank Putuo Branch signed a comprehensive strategic cooperation agreement with Guokang Elderly Care, providing dedicated financing support for elderly care enterprises, effectively solving financing difficulties in the elderly industry, and helping elderly service organizations improve quality and expand.

Silver Age Store

As an important platform for the development of Putuo District’s silver economy, the Silver Age Store leverages the spillover effects of the Shanghai Elderly Expo. With the core concept of “agelessness,” it focuses on the core needs of seniors in “clothing, food, housing, transportation, and entertainment,” creating an immersive senior consumer scene that combines display, experience, sales, and consultation. Since opening, the store has achieved a total turnover of 1.285 million yuan and has become a benchmark for implementing the silver economy development requirements and promoting the integration of elderly services and industry in Putuo District. The establishment of elderly financial service points by the four major banks further uses the Silver Age Store as a pivot to promote comprehensive coverage and easy access to elderly financial benefits.

Silver Age Store “Discount Promotion”

Putuo District is one of Shanghai’s central districts with a high aging rate. In recent years, led by the development of the “Three Zones and Two Centers” of the silver economy, Putuo has been exploring new paths for the coordinated development of elderly care and the silver industry, continuously upgrading elderly services from “basic protection” to “quality enhancement.” The “Enjoy Putuo Elderly Financial Benefits Season” is an effective practice by the Putuo District Civil Affairs Bureau to strengthen the connection between elderly financial products and health, elderly care, and other services. “Through a coordinated model of ‘government hosting, enterprise performance, and financial support,’ we gather high-quality financial and industrial resources to tilt toward the elderly sector, ensuring that the achievements of the silver economy benefit the elderly,” said Jin Ming, head of the Aging Department of the Putuo District Civil Affairs Bureau.

During the Benefits Season, the Silver Age Store in Building D of Puxi Financial Plaza and the outdoor square will feature indoor exhibition and sales zones alongside outdoor benefit markets. These will include smart elderly care experiences, traditional health foods, elderly health services, and convenient elderly financial services, providing citizens with digital renminbi payment experiences, the Magic City Elderly Card application, brain health early screening, and other one-stop convenient services.
