"Draft Amendment to the Measures for Administration of Patent Expedited Examination (Public Comment Version)" Open for Public Comments
To better leverage the role of the patent priority examination system and strengthen support for key areas and core technologies, the National Intellectual Property Administration has focused on key industrial sectors. In response to the reasonable demands of innovation entities for faster patent examination, authorization, and rights confirmation, a draft amendment to the “Patent Priority Examination Management Measures (Draft for Comments)” has been developed. Public consultation is now open to all sectors of society, with the deadline for feedback set for March 30, 2026.
This revision mainly addresses management and operational issues encountered in current practice, systematically optimizing the patent priority examination management mechanism. The overall approach includes the following aspects:

It is understood that the current “Patent Priority Examination Management Measures” has been in effect since August 1, 2017, and has played an important role in optimizing examination resource allocation and serving national scientific and technological innovation and industrial development needs. During the 14th Five-Year Plan period, over 720,000 patent applications have been granted priority review, enabling a batch of high-quality innovative achievements to be protected promptly and effectively.
In recent years, as China has entered a stage of high-quality development, higher demands have been placed on patent priority examination for tackling key core technologies and cultivating new productive forces. It is necessary to revise and improve the current management measures to further emphasize high-quality development and strengthen support for key areas and core technologies. (CCTV News)
