Arizona Senate Panel Advances Virtual Currency Tax Exemption - Crypto Economy
Arizona’s Senate Finance Committee advanced SB 1044 and SCR 1003, bills aimed at exempting virtual currencies from Arizona property taxes, according to a report.
The package, introduced by state Sen. Wendy Rogers, would classify virtual currency as a digital representation of value that can function as a medium of exchange, unit of account, or store of value, while stating it is not legal tender under federal law, the report said. The same report noted Gov. Katie Hobbs vetoed several crypto-related bills in 2025, citing volatility and risk, setting a higher bar for any go-forward tax changes.
Next, market participants will watch whether the measures clear additional committee and floor votes, and whether the concurrent resolution moves onto a voter track. If endorsed by the legislature, the report said SCR 1003 would be put to voters in November 2026; the legislative text frames it as a constitutional amendment submitted at the next general election and effective only if approved and proclaimed by the Governor.
