3月4日消息，Cardano创始人Charles Hoskinson对美国证券交易委员会（SEC）拟议的数字资产规则提出质疑，指出XRP可能被自动归类为证券。Hoskinson表示，根据该规则草案，任何发行方或协调团体若控制网络超过20%的份额，其代币可能符合证券标准，而Ripple持有超过30%的XRP供应量，其中大部分锁定在托管账户中，这可能触发该门槛。
Hoskinson在讨论《数字资产市场清晰法案》（Clarity Act）时指出，规则草案要求寻求数字商品地位的代币项目必须向SEC提交申请，并接受至少60天的审查，SEC可在必要时暂停或要求补充信息，延长审批周期。草案强调，项目需证明其网络足够去中心化，单一实体不得控制超过20%的代币。Hoskinson认为，尽管XRP此前已通过联邦法院裁决明确非证券身份，但若按照新标准，其可能被认定为证券。
他同时警告，这项规则可能对包括Cardano在内的权益证明（PoS）网络产生负面影响。不过，Hoskinson认为，规则也可能形成“双层体系”，前十大成熟加密项目如XRP可能被实际豁免，而规模较小的新项目则需证明去中心化才能获得商品地位。
