Gate News 消息，2026年3月31日，迪拜虚拟资产监管局（VARA）正式推出加密货币交易所交易衍生品（ETD）监管框架，并将其纳入《交易所服务规则手册》2.1版本，标志着当地加密监管从现货交易进一步扩展至衍生品领域。该框架适用于所有在迪拜持牌运营的虚拟资产服务提供商（VASP），明确了客户适当性评估、杠杆限制、保证金管理、资产隔离及信息披露等核心要求。
VARA 总法律顾问 Ruben Bombardi 表示，衍生品是加密市场发展的关键组成部分，但其高风险特性要求更严格的监管标准。新规允许机构及零售投资者参与加密衍生品交易，但需通过严格的风险评估机制。对于零售投资者，杠杆上限设定为5:1（最低保证金20%），明显低于部分市场此前提供的高杠杆水平，体现出监管层对风险控制的谨慎态度。
此外，监管机构保留在市场异常波动时采取干预措施的权力，包括暂停交易、强制平仓、提高保证金要求及引入保险基金等机制。在极端情况下，VARA可无需提前通知即采取紧急行动，以防范系统性风险扩散。
此次规则发布是在阿联酋此前试点基础上的进一步升级。2024年相关产品仅向合格投资者开放，而2025年已逐步向零售市场测试开放。新框架将此前分散的试点经验制度化，为加密衍生品市场提供更清晰、可执行的监管环境。
分析人士认为，迪拜正通过完善监管体系吸引全球加密企业，同时平衡创新与风险控制。随着规则落地，比特币、以太坊等主流资产衍生品交易有望在更规范环境中发展，推动中东地区加密市场进一步成熟。
