美国国会围绕国土安全部（DHS）拨款的谈判陷入僵局。宾夕法尼亚州参议员John Fetterman在接受媒体采访时直言，随着两党分歧不断扩大，政府部分停摆“绝对不可避免”。目前的临时拨款措施将于本周五到期，但国会尚未形成新的共识。

争议核心在于移民执法改革。民主党提出10项具体要求，要求改革特朗普时期的执法方式，包括强制执法人员佩戴执法记录仪和清晰身份标识。共和党方面迅速反对，称这些条件“脱离现实”，更像一份无法接受的清单。双方互不退让，使谈判进展受阻。

众议院少数党领袖Hakeem Jeffries表示，不会接受任何低于民主党全部诉求的方案，并称尚未收到白宫、众议院议长Mike Johnson或参议院多数党领袖John Thune的回应。Thune则表示，目前甚至尚未进入正式谈判阶段。

如果拨款中断，DHS将受到直接冲击，海岸警卫队、联邦紧急事务管理署（FEMA）和运输安全管理局（TSA）等机构的运作都可能受到影响。Fetterman特别担忧TSA员工在停摆期间可能无法领取薪水，指出这些基层人员本就收入有限，却承担着重要公共安全职责。

近期移民执法争议也加剧了紧张气氛。上月明尼阿波利斯发生执法人员枪击事件，引发两党不满。国土安全部部长Kristi Noem随后宣布将推广执法记录仪制度，但部分共和党议员认为，民主党并未以务实态度参与谈判。

目前，两周的延期窗口正在迅速收窄。参议员们已返回华盛顿，国会领导层甚至考虑取消休会期以争取时间。然而，双方仍缺乏妥协信号。此次拨款危机被视为检验本届国会两党合作能力的重要节点，美国政府停摆的风险正在持续升温。
