Salman Banaei 在国会作证时，强烈敦促美国证券交易委员会（SEC）加快制定代币化（tokenization）规则，同时推进 DeFi 协议的完整 ATS（另类交易系统）注册流程，而非仅依赖"创新豁免"机制。Banaei 批评 SEC"把所有鸡蛋放在创新豁免一个篮子里"的做法，称其"愚蠢"，并警告称设置交易量和产品限制将无法吸引大型机构参与，“因为机构不会为一个可能两三年后就不存在的基础设施投入资源”。他建议 SEC 针对当前规则不兼容之处征求公众意见，并制定永久性解决方案。Plume 已于 2025 年 10 月获 SEC 批准成为注册转账代理，可处理链上代币化证券的股东记录、转移和股息分配，目前正等待 FINRA 经纪商牌照审批。Banaei 指出，当前 SEC 领导层窗口期仅剩 10 个月，需尽快采取行动以推动真实世界资产（RWA）代币化发展。
