近期 OpenClaw 越來越火爆，這股風也成功吹到了中國大陸。為了搶佔新一代人工智慧（AI）發展機遇，中國杭州市蕭山區近日公布了《支持 OpenClaw & OPC-STC 發展的若干措施》徵求意見稿。這份被打趣稱為「養龍蝦十條」的政策，針對 AI 代理（AI Agent）企業提供了從底層算力到頂層資金的全面支援。
算力、Token 與數據採購全方位補貼
在 AI 企業最頭痛的基礎成本方面，蕭山區祭出了極具吸引力的真金白銀補貼。針對 OPC-STC 企業租用算力服務進行 OpenClaw 類 AI 代理研發，官方將給予高達 50% 的「算力券」補貼，單一企業年度最高可獲 2,000 萬人民幣。
此外，對於企業調用中國國內多模態大型模型進行 AIGC 創作所消耗的 Token 費用，也將提供 30% 補貼（每年最高 10 萬人民幣）。若企業需要向可信數據空間採購高質量的數據集來訓練模型，同樣可享有成交金額 30% 的補助，最高上限達 200 萬人民幣。
涵蓋辦公、人才與 5,000 萬專項基金
除了硬體與運算成本，該政策也深入生態系的培育。蕭山區宣布將提供符合條件的企業最長 6 個月的免費辦公空間，以及 100 間最長免費 3 個月的居住空間。在人才引進上，碩博士與大學畢業生可獲得最高 15 萬人民幣的生活補貼與 3.6 萬人民幣的租房補貼；特定高階人才的租房補貼更可達 5 年 24 萬人民幣。
為了確保優質專案能順利落地，官方將透過「以賽代評」機制，為深度應用 OpenClaw 的新創專案提供最高 450 萬人民幣的補助。同時，蕭山區更發揮了「潮啟航」天使引導基金的作用，宣布設立總規模達 5,000 萬人民幣的專項基金，精準押注 OpenClaw 開源 AI 代理賽道，為相關企業提供強大的多元化融資管道。
