Gate News 消息，3 月 24 日，俄罗斯政府批准《数字货币与数字权利法案》，授权俄罗斯央行对境内允许流通的数字资产进行审核准入。该法案规定，加密货币须同时满足以下三项条件方可在俄上市：过去两年平均市值超过 5 万亿卢布（约 600 亿美元）、日均交易量不低于 1 万亿卢布（约 120 亿美元）、具备至少 5 年的公开交易历史。Bitcoin、Ethereum、Solana 等主流资产符合上述标准。
根据条款，隐私类代币将被列入黑名单，禁止交易与持有；普通投资者年度投资上限约为 4,000 美元；加密货币及稳定币被认定为"货币性资产"。
在监管方面，违规加密货币交易所最高可被处以 100 万卢布（约 12,000 美元）罚款；违规矿企罚款上限为 250 万卢布（约 30,000 美元）；大规模非法挖矿行为最高可判处 5 年有期徒刑。该法案须于 2026 年 7 月 1 日前完成议会审议。
