该调查由 Morning Consult 进行，旨在了解公众对稳定币、金融科技创新以及相关监管政策的看法。结果显示，如果稳定币收益可能减少银行用于社区贷款和支持经济增长的资金，约三分之二受访者（约 3:1 比例）支持国会限制稳定币奖励机制。此外，受访者以 6:1 的比例认为，稳定币相关立法应保持谨慎，不应采取可能削弱现有金融体系的措施，尤其是依赖银行体系支持地方经济活动的社区银行。
这一调查发布之际，美国国会正在讨论加密市场结构立法，其中稳定币是否允许向持有者提供收益成为银行业与加密行业争论的核心问题。银行业认为，如果稳定币提供收益，可能会吸引资金从传统银行账户流出，从而影响银行存款基础和贷款能力。ABA 总裁兼 CEO Rob Nichols 表示，银行业欢迎竞争与创新，也有许多银行希望进入数字资产市场，但反对在监管规则不对等的情况下，让新进入者提供类似银行的金融产品。
